If you don't know the application which function as PES file opener then try to search for 'PES wiki', 'application to open PES file' or 'open PES file' queries in the search engine you like. Check the following solutions when embroidery files are not displayed properly as thumbnails in File Explorer. If you know the application which can open PES file then run it and see if there is a File->Open main menu option in the application.
